Thanks Phoghat, I didn't know that. It's an interesting twist on the character, but like you I'm not exactly clear how it should be applied here. After Steelhead gains power he does take new immigrants under his organization's wing, but that still doesn't really meet the definition.

“Steelhead” is a Chinese term for a person who literally smuggles people into another country illegally for a large profit. One wonders what its use here is.
