I thought that setting was actually a lot better than New York, which we've seen a million times before in comic book based movies. I had more issues with the fact Tom Jane's kid gives 'em the skull emblem (on a t-shirt no less) than I did with the setting of the movie. As a huge fan of The Punisher comics (I too dug the movie), I didn’t mind the trip to Florida. I thought that setting was actually a lot better than New York, which we’ve seen a million times before in comic book based movies.
